Canada Proposes Direct Stablecoin Cash-Outs for Small Holders With a 1% Fee Cap

What happened
Canada's Oct 24 proposal would let covered retail holders redeem any amount directly from a stablecoin issuer, cap the issuer redemption fee at 1%, require completion within three business days, and permit daily limits only when reserve-market liquidity shortfalls prevent meeting all requests. The Stablecoin Act received royal assent March 26 but core provisions are not yet in force; fall 2027 is the intended commencement. Coverage depends on Canadian purchaser-location criteria and the issuing entity, and Circle's USDC terms still require a Circle Mint account in good standing for direct redemption.
Why it matters for us
- Which stream: Stream 1 (DeFi/stablecoin cash management) and Stream 9 (zero-storage agent commerce); affects how agents and holders exit stablecoin positions on a regulated rail.
- Which decision: No build item; track whether foreign issuers (Circle) register or obtain exemption, and whether the 1% cap and 3-day clock become a usable second exit alongside exchange sales. Circle's institutional-only Mint model means a Canadian retail USDC holder may not gain direct redemption without Circle restructuring access.
What to do next
Rec 1: Add a watch item (stablecoin-redemption-canada-watch-001, LOW) to re-check the final rules and Circle's registration/exemption decision before fall 2027; no revenue route opens from this headline.
